A seminarto review 2 years of implementing the Directive 07 of the Provincial People’sCommittee  (PPC) and solutions tomaintain high Provincial Competitiveness Index (PCI) ranking in the coming yearswas held in Quy Nhon city by the PPC in collaboration with Da Nang branch ofVietnam Chamber of Commerce and Industry (VCCI) on the morning of 16th May 2013.The Seminar was to execute an in-depth analysis of PCI 2012,  to share the experience of improving PCI ofother cities and provinces in the whole country and to recommend the bestsolutions to maintain and improve PCI in 2013 and the following years. TheDirective 07/CT-UBND dated 10/6/2011 of the PPC issued a number of keymeasures of direction and governance of the implementation of provincialcompetitiveness index, focusing on 9 component indices namely reducing cost ofmarket entry, land access, transparency of information access, reducing to theminimum unofficial costs for businesses, reducing time cost of implementingregulations, enhancing dynamic and pioneering leadership at all levels,boosting business support services, training and labor and legal institutions.

The Seminar was presided by the Chairman LeHuu Loc and attended by leaders of different departments and sectors, leadersof district and city PCs, Economic Zone Administration, enterprises investingin industrial zones and clusters’ infrastructure, industry associations and anumber of local businesses. VCCI also sent The Deputy President, the Directorof Da Nang branch to the Seminar and theDeputy of VCCI’s Legal Department.

Binh Dinh’s dramatically improved ranking inthe PCI 2012 has shown strong effort and determination of the provincialleaders in the process of administrative reform, the investment  and business climate improvement and the Directive07 after 2 years of implementation has taken positive effects. During 2011,2012, Binh Dinh received and handled 3,421 cases of business registration. In particular, 1,176 new enterprises were grantedbusiness registration certificates with total registered capital of around VND2,866 billion. Currently, there are 53 FDI enterprises in Binh Dinh with registeredcapital of nearly USD 2 billion. The rate of businesses with certificates of land use rights hasincreased from 63.16% in 2011 to 83.13% in 2012 ... In addition, information,fees and charges related to sectors has been made public; unofficial costs forbusinesses reduced to minimum; time for administrative procedure settlementreduced; the dynamism and pioneering leadership at all levels raised; servicesof business support strengthened and labour training provided …

At this workshop, in order to acknowledgethe achieved outcomes and praise various organizations during the  implementation of Directive 07, the PPCpresented awarding certificates to 8 organizations including Department ofConstruction, Department of Natural Resources and Environment, Department ofPlanning and Investment, Department of the Internal Affairs, Office of the PPC,Economic Zone Administration, Binh Dinh Taxation Department and Hoai NhonDistrict People's Committee.
