On July 19, 2023, Binh Dinh People's Committee of Binh Dinh issued an additional 59 sets of administrative procedures for the pilot implementation of only online reception on the Provincial Public Service Portal (or the National Public Service Portal of the province) and refusals to accept in person or through the public postal service in the province.
Previously, the Provincial People's Committee issued a
Decision on pilot implementation of 102 administrative procedures eligible for
online submission only, of which the Department of Planning and Investment has 3
sets of administrative procedures. Now, the Provincial People's Committee
continues to add 59 more sets of procedures, of which the Department of
Planning and Investment adds 58 sets of procedures and the Department of
Justice adds another set of procedures.
Therefore, cumulatively, the Department of Planning and
Investment has a total of 61 sets of pilot procedures only received online on
the Provincial Public Service Portal, of which almost 100% investment
procedures received online. Some typical sets of procedures include: amending investment
projects with the approval of the Provincial People's Committee of the
province, amending the written approval of investors of the Provincial People's
Committee of the province, Investor approval of the Provincial People's
Committee, changing the Investment Registration Certificate, establishment of a
joint stock company, registration of establishment partnership, enterprise
dissolution, etc.
The online reception
is performed in order to implement the Provincial People's Committee's Plan on
improving and enhancing the Provincial Competitiveness Index, the Governance
and Public Administration Performance Index, the People and organizations’ satisfaction
Index, and the Public Administration Performance Index and the administrative
reform index of Binh Dinh province in 2023; The plan of the Department of
Planning and Investment on implementing the assigned tasks and solutions shall contribute
to improving the results of the PCI, PAPI, SIPAS and PAR INDEX indicators in
the year 2023 of the province. Also, it is expected to promote the
implementation of a number of indicators related to online public services of
the organization in 2023.
Furthermore, online
reception will help people reduce time and travel costs for sending documents
and receiving results, stationery costs; increase the publicity and
transparency of administrative procedures. Submitting documents via online
public services helps organizations and individuals to transact 24 hours a day,
anywhere with an internet connection. In the past, if you wanted to register
for an administrative procedure, you had to go to the state agency to wait for
your turn, wait for the officer to receive the dossier, now with the online
public service, everything related to the administrative procedure,
organizations and individuals can submit applications at home or in agencies and units.
The pilot
implementation period for only receiving applications online form of Binh Dinh
province shall go until the end of December 31, 2023.
