On December 16, 2022, the Government issued Resolution No.163/NQ-CP on promoting synchronous implementation of key tasks and solutions to improve competitiveness and develop Vietnamese logistics services.

According to the Resolution, in 2021, the world situation is
complicated and unpredictable, the fourth wave of Covid-19 outbreak in our
country has had a heavy impact, greatly affecting production and goods
circulation. The Government, ministries and localities have promptly issued numerous
policies related to logistics. The aims are to ensure the role of logistics in
maintaining the supply chain of goods and services, and also to create
breakthroughs for Vietnam's logistics industry, contributing to relieving
pressure during the social distancing period because of the epidemic and to promote
recovery and sustainable economic development of the country.
Despite facing many difficulties and challenges, Vietnam's
logistics industry has achieved positive results such as: continuing to improve
the legal and institutional framework for logistics, improving the role of the
logistics industry in the national economy in line with the orientation of the
Resolution of the 13th Party Congress; making many positive
contributions to economic activities, making import and export a bright spot
(total import and export turnover in 2021 reached a record of USD 668.5 billion,
increasing by 22.6% compared to 2020 and in the first 10 months of 2022 USD
616.30 billion, up 14.06% compared to the same period in 2021).
Logistics infrastructure is increasingly improved, the
Government and ministries and sectors are investing in developing logistics
infrastructure for production, domestic goods circulation and import and
export. Training activities, technology application and other activities are actively
supporting the logistics industry; the number of schools, institutes and
establishments involved in logistics training is increasing; the training
program is upgraded and more and more technological solutions are applied in
warehouse management, vehicle and goods management. The dialogue mechanism
between state management agencies in logistics and enterprises and propaganda
to develop and attract investment in logistics services are being strengthened.
The role and voice of logistics associations and logistics service enterprises
are strongly promoted.
In addition to the achieved results, logistics activities of
Vietnamese enterprises have not fully exploited the geo-economic advantages and
are not commensurate with the potentials of each locality; infrastructure for
logistics activities as well as the connection between commercial
infrastructure, traffic infrastructure, information technology infrastructure,
etc., in the whole country and in the region, are effective.
In the coming time, the situation in the world and the region
will continue to be complicated, unpredictable and difficult to predict,
especially with the going impact of the conflict in Ukraine. The resilience of
the world economy is more difficult, the growth forecast in 2022 is lower than
in 2021. Risks in the financial market, international currency increase,
inflation pressure, raw material prices, prices petroleum and many other basic
commodities skyrocket. The situation of the Covid-19 epidemic is still going. Meanwhile,
climate change, natural disasters, storms and floods, extreme weather are
increasingly unpredictable and greatly affecting production and life.
In that context, the Government has requested the Ministers,
Heads of ministerial-level agencies, Governmental agencies, Chairmen of
People's Committees of provinces and centrally run cities to continue directing
the synchronous, timely and effective implementation of tasks and solutions of
the Resolutions of the Central Government, the National Assembly, the
Government and the directions of the Prime Minister, Decision No.221/QD-TTg
dated February 22, 2021 of the Prime
Minister amending and supplementing Decision No.200/QD-TTg dated February 14,
2017 approving the Action Plan to improve competitiveness and develop logistics
services in Vietnam until 2025 and resolution
No.11/NQ-CP dated January 30, 2022 of the Government on the program of
socio-economic recovery and development, to contribute to helping the economy
overcome difficulties, reducing logistics costs to meet the operation of the
economy in the new period, ensuring the participation in the global economic
recovery, creating a foundation and favorable conditions for logistics service
development in particular and the economy in general for the period up to 2025
and the following years.
The Government unanimously directs the Ministers, Heads of ministerial-level agencies, Governmental agencies, Chairmen of People's Committees of provinces and centrally-run cities to focus on promoting the synchronous implementation of the main tasks and solutions to improve competitiveness and develop logistics services in Vietnam with five guiding points of view, specifically:
- Logistics is an important service industry
in the overall structure of the national economy, playing the role of
supporting, connecting and promoting socio-economic development of the whole
country as well as each locality, contributing to improving competitiveness of
the economy.
- Developing logistics services into an
industry that creates high added value, linking logistics services with the
development of goods production, import-export and domestic trade, development
of transport and industrial infrastructure and information technology.
- Developing logistics service market,
focusing on improving the competitiveness of logistics service enterprises.
- Maximizing the advantages of geographical
location, increasing connectivity to make Vietnam an important logistics hub in
the region.
- Developing logistics associated with
sustainable supply chains, improving the quality of human resources, promoting
digital transformation and technology application.
In addition, the Resolution also sets out main tasks, solutions
and organizing implementation to improve competitiveness and develop logistics
services in Vietnam.
