Binh Dinh: ODA implementation of 2008 achieves set plan

The Department of Planning and Investment of Binh Dinh Province (DPI) has just sent the report on Binh Dinh’s ODA implementation of 2008 to the Ministry of Planning and Investment (MPI). In general, the implementation progress of almost ODA projects in the province exceeded the target set in 2008.

 

The Department of Planning and Investment of Binh Dinh Province (DPI) has just sent the report on Binh Dinh’s ODA implementation of 2008 to the Ministry of Planning and Investment (MPI). In general, the implementation progress of almost ODA projects in the province exceeded the target set in 2008.

The majority of the ODA projects operating in the province were transferred from the previous years. The projects directly magaged by the province were highly appreciated, having the high rates of ODA capital disbursement compared to the set target. The practical disbursement of ODA projects in the fourth quarter of 2008 is VND18.365 billion, reaching 85% of the set plan; the accumulated disbursement of 2008 is VND55.376 billion, reaching 67% of the yearly plan. However, some projects met with difficulties due to the fluctuation of construction material prices.

In the fourth quarter of 2008, the Binh Dinh Province co-operated with Belgian Technical Cooperation (BTC) to develop the Water Supply and Sanitation Project in Binh Dinh province under the Agreement signed on 5 December 2008 between Vietnamese Government and Belgian Government. Accordingly, the Belgian Government will provide Euro 7.5 million in non-refundable aid for the project and the correspondent capital financed by the province is Euro 1.45 million.

In 2009, Binh Dinh will recieve the project "Clean water supply and sanitation for rural Central area" financed by Asian Development Bank (ADB), with the total capital of USD50 million (ODA capital: USD45 million; correspondent capital: USD5 million); the project “SOS Children’s Village Quy Nhon” aided by Vorwerk Group (Germany) for the first stage expenditure (2009-2010) worth VND54 billion.

In coming time, in order to raise the capacity of ODA Management, the DPI proposes the MPI to keep organising training courses for the project management boards (PMBs) in the province. For PMBs, they also have to provide reports of project progress on schedule to the management agencies for timely collecting and solving obstacles to hasten the implementation progress of the ODA projects in the province.
