Solutions to promote housing development for workers in industrial parks

On October 23, 2021, a document disseminating a number of solutions to promote the development of housing for workers in industrial parks in the province was issued by the Provincial People’s Committee (PPC). Accordingly, the Chairman of the Provincial People's Committee directed several solution as follows:

For industrial parks that have basically furnished with necessary infrastructure (Phu Tai, Long My, Nhon Hoa), the Provincial Economic Zone Authority shall coordinate with other sectors to review and adjust the planning (if necessary) in order to supplement suitable land resource for social housing development (housing for workers).

For industrial parks in the process of making detailed plans, fulfilling compensation for site clearance and calling for investors to build infrastructure (Hoa Hoi, Cat Trinh, Binh Nghi, Bong Son, Long My 2, ...), the Provincial Economic Zone Authority is assigned to coordinate with concerned agencies to review and adjust the plan on construction of industrial parks to reserve the land area for development of social housing (houses for workers), institutions of the labour unions for workers in industrial parks. 

For projects in the areas outside the center of Quy Nhon city, the target is to investigate and build social housing with low-rise apartments and social houses with value of no more than VND 400 million/apartment or unit price of no more than VND 50,000/m2/month; and it is required to provide essential technical and social infrastructure conditions (kindergartens; facilities for community activities, physical training, sports,...).

In addition, the Provincial People's Committee assigned the Department of Finance to coordinate with the Department of Planning and Investment and relevant agencies to propose using the proceeds from the 20% land resource of urban area and commercial housing projects with a land use scale of less than two hectares. The money paid by the investors and supported from the local budget shall be used to invest in the development of social housing for workers in industrial parks.

According to the Ministry of Construction, the COVID-19 epidemic has negatively affected the economy and localities with many industrial parks; therefore, the manufacture in industrial parks face a lot of difficulties and there is a disruption of production and supply chains, shortage of labor force. One of the main reasons for the situation is that the localities have not yet paid attention to the construction of workers' houses (lodging houses) and the three on-site activities (eating, sleeping, working) in the industrial parks can not be implemented.

Beside one economic zone and four industrial parks, the whole province of Binh Dinh currently has 61 industrial clusters with 217 enterprises in operation and more than 21,000 employees. In addition, nearly 900 enterprises operating outside industrial parks and clusters with more than 26,000 employees
