Solutions to promote housing development for workers in industrial parks in the province

On September 20, 2021, the Provincial People's Committee assigned the Department of Construction (DoC) to coordinate with relevant agencies in organizing the implementation of solutions to manage and promote housing development for industrial park workers in the province, particularly the DoC needs to focus on advising and implementing the following solutions:
Long Thinh Apartment Building - the first social housing project in the province
- When formulating and approving an industrial park construction plan, a suitable land area must be arranged in the locality for the construction of workers' houses and trade union facilities to ensure synchronous technical and infrastructure system for workers and employees working in that industrial park.
- It is required to develop specific mechanisms and solutions to create a favorable environment for land and administrative procedures to support, encourage and attract businesses to actively participate in social housing development, especially houses for workers to rent in economic zones, industrial parks and industrial clusters in the province and city.
- The quality of social housing, especially housing for workers should be adequate, with a good rate of houses for rent, which is suitable to the needs of workers, ensuring technical and social infrastructure conditions, essential transportation, health, education, culture criteria in urban areas and industrial parks.
- Reasonable resources shall be allocated to invest in essential infrastructure such as schools, kindergartens, medical examination and treatment facilities, community, culture, physical training and sport activities in and in addition to social housing projects, especially in areas with a large number of workers and workers.
- The inspection, supervision and handling of violations in the implementation of policies and programs of social housing development in the locality.
- Focus must be continued on directing and implementing the tasks and solutions assigned by the Prime Minister in the Directive No. 03/CT-TTg dated January 25, 2017 on promoting the development of social houses; and also on closely coordinating with the Vietnam General Confederation of Labor in implementing the Prime Minister's Decisions on investment and construction of trade union facilities in industrial parks, export processing zones (including residential houses, kindergartens, supermarkets, health care units, education and cultural and sports facilities) so that there will be trade union facilities in all industrial parks and export processing zones all over the nation the country from 2026 onwards.
Previously, the Provincial People's Committee has issued a Decision on amending and supplementing the Social Housing Development Plan in the province for the period of 2016 – 2020 and supplementation for the period of 2021 - 2025. Accordingly, by 2025, the province needs to invest in building about 18,910 apartments/house, of which there are about 16,760 social housing units in urban areas and about 2,150 social housing units for employees.
