Implementation plan of Binh Dinh province's urban development program for the period 2021-2025

Provincial People's Committee has recently promulgated the implementation plan of Binh Dinh province's urban development program for the period 2021-2025; the plan is to concretize the orientation of urban system development in accordance with the construction planning of Binh Dinh province until 2035 and the national urban classification for the period of 2021-2030 approved by the Government.

Accordingly, the plan sets out requirements for relevant agencies depending on their assigned functions and responsibilities to actively coordinate and implement solutions for each stage, proposing mechanisms and policies, attracting capital and mobilizing investment resources for urban construction goals in compliance with the approved construction planning of Binh Dinh province and Binh Dinh province's urban development program to 2035. Also, it is aimed at constantly improving the investment environment for urban development according to the planned schedule.

- Regarding the upgrading of the urban type and the plan on the general technical infrastructure system to 2025:

The province will have 22 urban areas, specifically: 1 urban area of category I is Quy Nhon city, 1 urban area of category III is An Nhon township, 2 urban communities of category IV are Hoai Nhon and Tay Son urban areas (Tay Son district meets the urban standards of category IV), 12 urban community of category V (existing urban areas) are Vinh Thanh, Van Canh, An Lao, Tang Bat Ho, Phu My, Tuy Phuoc, Dieu Tri, Phuoc Loc, Binh Duong, Ngo May, My Chanh, Cat Tien; 6 urban centers of category V (newly established) are Phuoc Hoa and Phuoc Son (Tuy Phuoc district); An Hoa (An Lao district); Cat Khanh (Phu Cat district), Canh Vinh (Van Canh district); My Thanh (Phu My district). The urbanization rate is about 52.8%.

- Regarding the general technical infrastructure plan:

+ The ratio of traffic land compared to urban construction land: urban areas of category I will reach 23% or more, urban areas of category III and IV reach 20% or more and urban areas of category V reach 16% or more. The rate of public passenger transport in urban areas of category I will reach 20% or more; urban areas of category III and IV reach 10% or more; and for category V urban communities, the rate is 2% or more.

+ The population rate supplied with clean water: 95% for category I urban areas, water supply of 120 liters/person/day; 80% for category III and IV urban areas, water supply of 100-120 liters/person/day and night; 60% for category V urban areas, water supply of 80-90 liters/person/day and night.

+ The average housing area will be around 30m2 of floor/person; the percentage of permanent and semi-permanent houses reach 99.5%, reducing the rate of unstable houses and simple houses to 0.5%.

+ The coverage rate of the drainage system will reach 70-80% of the drainage basin area in the inner areas of the urban communities; the amount of daily-life wastewater collected and treated meeting the technical standards will reach 80% for category I urban communities, 50% for category III and IV communities and 20% for category V  community.

+ The rate of urban household solid waste collected and treated will be around 83-84%; the rate of ordinary industrial solid waste collected and treated will reach 100%.

+ The lighting rate of main streets, residential areas and alleys in urban areas of category I is over 100%; urban areas of categories III and IV reach over 80%; of category V urban centers over 75% of the length of main roads and 60-70% of the length of roads in residential areas and alleys.

+ The urban green space for urban areas of category I will reach 7-12 m2/person; for urban areas of categories III and IV 5-7 m2/person; category V urban areas 4 m2/person. The public green land in the inner city area is from 4-5 m2/person.

- Regarding the list of works and projects prioritized for investment, there will be 99 projects, of which: 55 projects of the transportation system, 11 projects of bus stations and parking lots, 13 projects of water supply system, 11 projects of urban wastewater treatment, 6 projects of solid waste management and 3 projects of funeral homes.
