The nature and objective of planning is to establish a multi-functional development area, including a new urban development area, an area of renovation, a tourist area, commercial service, fishery logistics... It is aimed at enhancing development basing on great advantages of marine economy. The planning scheme covers 6 subdivisions as follows:

- Subdivision 1 is the urban area in the south of My Thanh commune with a planned area of about 356.9 ha; which is in Vinh Loi 1, Vinh Loi 2, Vinh Loi 3 villages. It is a new urban area combined with embellishment of existing residential areas in the direction of meeting urban standards of category V; upgrading the natural landscape, promoting Vinh Loi fishing village culture and developing various types of tourism on the lagoon.

- Subdivision 2 is the international marine tourism cluster in the south of My Thanh commune with a planned area of approximately 642.94 ha; which is in Vinh Loi 1, Vinh Loi 2, Vinh Loi 3 villages. It is an area of urban development, leisure tourism, entertainment, eco-tourism.

- Subdivision 3 is the hi-tech agriculture - fishery logistics – service area; the planned area is about 209.1 ha (not including 406 ha of hi-tech agricultural area for shrimp farming, which is in Hung Tan, Hung Lac, Xuan Binh Nam villages. It is a high-tech agricultural, fishery logistics and seafood processing area.

- Subdivision 4 is the urban area - tourism services in the north of My Thanh commune covering 519.95ha, which is in Hung Lac, Hoa Hoi Nam villages and a part of Xuan Binh Nam. It is a new urban area combined with embellishment of the existing residential areas and priority is given for resettlement for neighboring projects.

- Subdivision 5 is the existing rural area covering 654.4 ha in Hoa Hoi Nam and Hoa Hoi Bac villages. It is an ecological residential area combining agricultural production, conservation and development of a landscape forest system.

- Subdivision 6 is De Gi lagoon water surface. A priority is given for the renovating and dredging plan of the canals and channels (including De Gi estuary and the lagoon bed area), combining with the construction of embankments and piers along the lagoon in order to provide anchoring areas for boats during big storms in the central region. It is also to conserve and embellish the landscape, environment, resources and biodiversity in the De Gi lagoon area, and together with the culture of Vinh Loi fishing village, the planning is expected to develop various types of tourism on the lagoon.

The estimated population size of the whole planned area is about 45,000 people.
