Fisheries sector development plan in Binh Dinh province by 2020 and vision until 2030

Binh Dinh Provincial People’s Committee(PPC) has approved a Master Plan for fisheries development in Binh Dinhprovince to 2020 and vision until. The plan outlines the content of developmentobjectives, planning in exploiting and protecting aquatic resources,aquaculture, breeding development, seafood processing and investment ininfrastructure.

 

Accordingly, the overall target until 2020 identifiesBinh Dinh fisheries to become a key commodity production sector towardsmodernization and comprehensive and  sustainabledevelopment with appropriate production structure with productivity, quality,efficiency, high competitiveness and steady integration into the regionaleconomy and the world together with raising people’s literacy level and livingstandards; fishery development is enhanced in association with environmentalprotection and national sovereignty.

Specifically, the goal by 2020 identifiesthe average growth rate of aquaculture production reaches 7-7.5% /year;production value structure: fishing accounts for 80%, aquaculture 15% and fisheriesservices 5%; fishing output reaches 185,000 tons; reducing loss after catching downunder 10%; export turnover reaches USD 150 million; aquaculture productionincreases averagely by 10%/year; the proportion of value-added products toreach 60-70%.

With vision 2030, the growth rate ofaquaculture production value averagely reaches 5-5.5%/year; production valuestructure: fishing accounts for 70%, aquaculture 20% and fisheries services10%; fishing output reaches 190,000 tons, of which offshore catching 178,000tons, coastal fishing of 10,000 tons and inland fishing of 2,000 tons. Fishingboats with a capacity> 90 CV make up over 60%; 100% aquaculture of thebrackish water in the intensive, semi-intensive form applying advancedproduction processes; seafood export turnover reaches USD 250 million.

Regarding planning for exploitation andprotection of fisheries resources, there will be a total of 7,300 fishing boatsuntil 2020 and by 2030 a total of 6,400 fishing boats. By 2020, total catchingoutput will reach 185,000 tons, including 167,500 tons of offshore fisheries (oceantuna output will reach 11,000 ton and remain stable by 2030); 15,500 tons of coastalfisheries and 2,000 tons of inland fisheries. By 2030, total catching outputwill reach 190,000 tons, including 178,000 tons of offshore fisheries; 10,000 tonsof offshore fisheries; and inland fisheries remain stable with an output of2,000 tons.

Seafood processing zones are planned toconcentrate in Tam Quan Bac and Hoai Huong communes of Hoai Nhon District, MyTho and My Thanh communes of Phu My district, Cat Khanh commune of  Phu Cat district, Nhon Ly commune of Quy Nhoncity, Nhon Phu ward and Bui Thi Xuan ward of Quy Nhon city.

Planning also identifies priority projects inexploitation and protection of fisheries resources: building new boats (fishingboats and service boats) with new materials including iron, composite; supportprovision of information about offshore fishing grounds, especially theinformation on resources in deep sea fishing grounds in the central region andSpratly, Paracel islands; technology transfer after catching; organizinglogistics service fleet for offshore catching; constructing and upgrading shipbuilding facilities capable of iron boat repair and maintenance and  building boats of 39 metres in length andcapacity of 1000CV; upgrading storm shelters in De Gi lagoon, Tam Quan commune.

Human resource development is identified asan important priority with many projects such as training captains, chiefengineers, navigators ...; training officers with university and postgraduate qualificationin fisheries; exploitation and protection of aquatic resources, aquaculture andseafood processing; training of skilled workers in farming, catching andprocessing, training for job conversion for fishermen.
