On the morning of 28/3/2014, the projectmanagement board and UNCTAD specialists led by Mr Nguyen Noi - Deputy ofForeign Investment Agency (FIA) had a meeting with the Coordination Board (CB) andthe working team in Binh Dinh.
At the meeting, Mr Frank Grozel,the International Coordinator of the project introduced with representatives ofdifferent sectors and departments the project progress, the outcomes of thelast mid-term review in Ha Noi and procedures posted on the website. Through thiswebsite, a comparison can be made on the investment procedures and relevantcost among concerning localities.
The system manager of Binh Dinh expressedadvantages and difficulties during collecting information for the system. On behalfof the CB and the working team, Ms Huynh Thi Thanh Thuy, Deputy of PDI cumDeputy of the CB acknowledged the active support of relevant agencies insupplying information for the system manager. The CB committed to continuingthe project’s activities and hoped to receive more support for the national PMUso that the locality is able to complete the website. It is expected to createa reliable channel for investors, which helps to promote the image and businessenvironment of the province.
Previously, from 24/3 to 26/3/2014, the nationalcoordinator, heads of the working team and the system managers of theconcerning localities including Binh Dinh participated in a mid-term review inorder to evaluate the consistency among the procedures posted in the websitesof the localities participating in the project.
E-regulationsproject funded by Luxembourggovernment started its first stage in Ha Noi in 2007, second stage in Ho ChiMinh and Da Nangin 2010. In 2013. Vinh Phuc, Hai Duong , Phu Yen and Binh Dinh were selected toimplement the third stage.
E-regulationsproject was set up under the collaboration between FIA and related agencieswith the technical support of United Nations Conference on Tradeand Development (UNCTAD) and financial assistance of Luxembourggovernnment. The project is aimed at a eGovernment system - transparency - symplification- automation of regulations and procedures relating to enterprise creation andoperation.
