On04th March 2013, the mission in collaboration with the Department ofPlanning and Investment  (DPI) organizeda seminar on ‘Institutional analysis and options for enhancing the performanceof the ODA project management’ at the DPI office. The goal was to make theinstitutional research analysis and propose effective solutions to promote theprovincial project management.

At theseminar, representatives who came from DARD, DPI, DoH, DoFA and PMUs discussed thefactors which affected ODA performance, including the harmony of ODA projectswith the local system and mechanism, benefits and non-benefits, constraints ofcapacity and human resources. Short and long term options were proposed forprofessionalization of projects at provincial and city level in accordance withthe revision of Decree 131/2006/NĐ-CP dated09/11/2006 regarding to the management and use of ODA resources.

On 05/3/2013, Deputy Chairman of the Provincial People’s Committee, Mr HoQuoc Dung chaired a meeting with the delegation. The Deputy Chairmanappreciated the efforts of the ODA’s PMUs in Binh Dinh Province. In theshort term, Binh Dinh will continue to strengthen and professionalize the existingODA’s PMUs, not establishing new PMUs. In the long term, it is importantto merge PMUs in each sectors. Therefore, each sector of agriculture,transportation, health care, education and training... will establish only 01PMU. The Deputy Chairman also suggested stronger management decentralizationfor localities to achieve better project performance, and implementation oftransparency in the allocation of ODA capital.

From1998 until now, Binh Dinh has received 18 ODA projects funded by the World Bankand ADB, including a number of projects already completed such as rural infrastructure,community-based rural infrastructure, primary education for needy children,water supply for 9 districts of Binh Dinh province.... Currently, 12 projectsin the province with total capital of USD 189.3 million, of which USD 160million is from ODA source and USD 29.3 million from local contribution.
