Chinese investor presents Pigment production project in Binh Dinh

A meetingwith Mr. Xu Gang, Chairman of the Management Board of Hunan Chemical Corporationof China(Henan Billions Chemiacal Co) andthe accompanying members was held by Mr Ho Quoc Dung, Standing Vice Chairman ofthe Provincial People's Committee on the morning of 08/03/2012. The event wasalso attended by Binh Dinh Economic Zone Administration and representatives ofrelated sectors and departments.

HunanChemical Corporation is a Chinese leading state-owned enterprise inmanufacturing Pigment. Established in 1955, the Company produces about 150,000tons of TiO2 for domestic consumption and export every year.

At the meeting, Mr. Xu Gang introduced thetechnological process of Pigment production of the company and expressedwishes to make investment in Nhon Hoi EZ for a pigment manufacturing plant and asulfuric acid production plant (chemical used with titanium slag to producepigment). Estimated land area is about 50ha and invested capital is USD 200million.

Pigment is known as a product made ​​fromraw material of Ilmenite, widely used in the industries of paint, fiber,plastics, rubber tires and wheels, paper, colored dying, glass ceramics,electronics....

The Deputy appreciatedthe proposed project and asked the investor to develop their projectdescription and to provide information of the scale, capacity and especiallythe technology process, environment processing including water waste, gases, solidwaste and the need of power, water supply and market for output products sothat Binh Dinh PC can consider approval.

Titanium reserve in Vietnam is not large.The production is currently only to exploit crude ore, to manufacture slag for export.The obtained value is, therefore, low and not stable. Annually tens ofthousands of tons of TiO2 pigment with high price are imported into Vietnam. Demandfor titanium, titanium compounds at present and in the future of the country needcalculating, and the exploitation and processing of this precious and limitedmineral resource also need planning. Itis very important that metallurgy is started, enriched ore exported, andeventually TiO2 pigment produced to serve domestic demand and exports.
