TheProvincial People’s Committee has lately issued the InstructionNo.04/2001/CT-UBND re reviewing, monitoring the manufacture of burned claybricks and tiles with old manual kilns in Binh Dinh Province, and implementingthe development program of unburned materials+. Accordingly, the PC has directedthe Department of Planning and Investment to start promoting projects in unburnedmaterial in the locality.

At present, bricks andtiles are being burned with old manual kilns in the province, which is causingpollution and accidents. Clay, especially agricultural land is exploitedwastefully and without planning. Wood and firewood are used to burn the kilnsand this has lead to deforestation and vegetation damage. The report fromDepartment of Construction said that until April 2011, Binh Dinh still has1,200 old manual kilns, and Tay Son only has 900 kilns. The manufacture ofunburned material is not growing enough to meet the needs of construction andenvironment protection.

In order to implement theDecision No.121/2008/QĐ-TTg of the Prime Minister re master planning ofconstruction material development until 2020, the Decision No.567/QĐ-TTg of thePrime Minister approving for the development program of unburned material until2020 and the Decision No.15/2000/QĐ-BXD of the Ministry of Construction regulatingthe investment in burned clay bricks and tiles manufacture, the provincial PChas ordered district/city PCs and relevant departments and sectors tocollaborate together in carrying out the program and creating favorableconditions for investments in the unburned material manufacture. The objectivesare to gradually replace burned materials with unburned ones and to eliminatemanually burned bricks in Binh Dinh.
