Over the last few years, Binh Dinh has issuedvarious policies and solutions to attract investment and create favorablebusiness environment for entrepreneurs. However, outcomes achieved are limited.There needs to be more improvement in management and governance to enhance theprovince’s competitiveness capacity. The administrative procedures related toconstruction and land has been more consistent and simple, but thecollaboration between concerned sectors and departments needs to be moreefficient. Time to process some cases is still too long, which decreases trustin public services.

In order to review theimplementation of administrative procedures in these areas and to makerecommendations and solutions for business improvement in Binh Dinh, on25/10/2011, the Department of Planning and Investment in collaboration withDepartment of Natural Resources and Quy Nhon City People’s Committee held a Conferenceon administrative procedures related to land and investment (outside economiczone and industrial zones) in Binh Dinh.

At the conference, apart from presentations andreports of management agencies in land, investment and administrative procedurecontrol, opinions and talks were made in regarding to land access, landclearance, land price and planning…. These issues certainly cost time and moneyand affect investment projects.

The organizing board acknowledgedopinions and would submit a report to the Provincial People’s Committee. Appropriatesolutions will be developed to solve current difficulties and constraints progressivelyand to create a better business environment in the province.
