As one of the provinces with difficult socio-economical conditions and limited infrastructure in the central region, over the last few years, Binh Dinh has appealed for financial aids inside and outside the country to make investment in the locality.

On 16/12/2014, theDecision No. 4161/QĐ-UBND issuing List of projects calling for NGO capital for theperiod 2014 – 2017 was passed by the Provincial’s People’s Committee.

On 31/10/2013, ViceChairman of Binh Dinh People’s Committee held a meeting with the delegation of theCommittee for Foreign Non-Governmental Organization Affairs led by Nguyen TrungDung, Deputy of People’s  CoordinatingBoard.

A Decision 89/QD-UBND dated14/01/2014 approving the “primary school libraries and book publication” project of Room toRead organization, implemented in Tuy Phuoc and Phu My districts, has beenissued by Binh Dinh Provincial People'sCommittee (PPC).

The Ministry of Construction (MoC) has recently decided to approve the project document of Technical Assistance of the drainage and flood control for medium-sized cities in Vietnam coastal region in adaptation to climate change funded by the German government.

In the afternoon of 29th November 2013, at the Office of the Provincial People’s Committee (PPC),The PPC Deputy Mai Thanh Thang and Country Director of East Meets West Foundation signed an agreement for the project of Water supply and Sanitation based on outcomes (WASHOBA). The meeting was attended by representatives of Departments: Agriculture and Rural Development, Finance, Planning and Investment, Foreign Affairs, Health; Women’s Association, Clean Water and Rural Sanitation Centre, Preventive Medicine Centre and Investment Promotion Centre.

In the third quarter 2013, total amount of the actual disbursement of the ODA projects in Binh Dinh province achieves VND 230.18 billion, reaching 78% compared with the plan (VND 296.56 billion), of which ODA is VND 205.2 billion (75% of the plan), the contributing capital VND 24.98 billion (reaching 100.3% of the plan).

On09.27.2013, the provincial People's Committee held an inauguration ceremony of PhuCat district’s drinking water supply. The event was attendedby Mr.Ho Quoc Dung, Deputy Chairman of the Provincial People Committee (PC);Mr.Alain Devaux, Chief Representative of the Belgian Development Agency inVietnam, leaders of relevant departments in Binh Dinh, leaders of PCs of PhuCat and Tuy Phuoc districts, and of communal PCs and people in beneficiaryareas.

On 06/9/2013, the Prime Minister issued a decision approving the projectlist "Development of irrigation infrastructure in Hung Yen and Binh Dinhprovinces" using ODA fund of the French Development Agency (AFD).

From 3^rd to 5^th March 2013, the joint delegationof World Bank (WB) and the Asian Development Bank (ADB) came to Binh Dinh in order to analyze how the institutional factors affect ODAmanagement (with focus on provincial/city project management) and to elaboratethe effectiveness and efficiency of project management. The provincial People's Committee hasapproved the overall plan of the Coastal Resources for sustainable development projectwith the World Bank loan. The project has a totalinvestment capital of USD 9,487,000, executed in five years from 2012 to 2017by the Department of Agriculture and Rural Development as an investor.

On2^nd and 3^rd June 2011, the Management Board of Binh Dinhwater supply and sanitation project and the Centre of participatory Irrigationmanagement (PIM) jointly held the conference ‘Participatory stakeholderanalysis for PIM development’ at Hoang Yen hotel, Quy Nhon city.

According to statistics from ODA project management boards in the whole province, the disbursement plan for the first quarter of 2011 is VND 186.6 billion; however; the amount achieved was VND 76.2 billion, attaining just 41% compared with the plan.

Japanese official development assistance to Viet Nam will total nearly JPY26 billion (USD290 million) in the second half of the 2009 fiscal year. The new package was announced and signed on 2 March 2010 in Ha Noi  by Japanese Ambassador to Viet Nam Mitsuo Sakaba and Minister of Planning and Investment Vo Hong Phuc.

The Asian Development Bank (ADB) and the Government of Vietnam today (February 2) signed a loan agreement of 45 million USD for the Central Region Rural Water Supply and Sanitation Sector Project. The project will support the country's efforts to achieve the national development targets and Millennium/Vietnam Development Goals relating to peoples’ access to clean water supply and sanitation.

According to the 2009 report of NGO (Non-Governmental Organizations) aid activities, Binh Dinh currently have 28 NGO projects and the value of disbursed NGO aid in 2009 has reached USD 1.93 million.

International donors and development partners on Friday decided to commit 8 billion U.S. dollars in Official Development Assistance (ODA) to Vietnam next year, up by one third from this year's commitment of 6 billion dollars.

On October 14, 2009, the Ministry of Planning and Investment has issued the Decision to approve the III program for small-scale rural infrastructure development (JICA SPL-VI) funded by the Japanese Government and implemented over 36 provinces throughout the country, with the total investment capital of VND4,627 billion.

On 20 September 2009, the first Award Ceremony of Vietnam Golden Dragon 2009 was held in Hanoi to present Award “Vietnam Golden FDI” to FDI enterprises operating successfully in Vietnam, as well as outstanding Vietnamese enterprises investing directly in foreign markets.
