Accordingly, this Decree includes the following significant points:
1) Supplementing policies to provide stronger support for research, application and technology transfer activities to produce supporting industry products belonging to the Priority List. Accordingly, organizations and individuals carrying out technological innovation activities will have access to support sources from the National Technology Innovation Fund, the National Science and Technology Development Fund, the National High-Tech Development Program, and other incentive mechanisms according to current regulations. In particular, for cooperation projects on applied research and technology transfer between enterprises and science and technology organizations, the support level can be up to 50% of the cost of investment in machinery, equipment, design, training, intellectual property, hiring consultants, etc. At the same time, the support level can be up to 70% of the cost for activities to improve the capacity of experts and consulting units in this field.
2) Regarding the policy of training human resources for supporting industries, Decree 205/2025/ND-CP of the Government supplements point c, clause 1, Article 6. Accordingly, students with excellent academic results, lecturers, researchers, experts, managers, technicians, and technical workers are supported with funding for training and fostering domestically and abroad in techniques and technologies for manufacturing supporting industrial products from the Supporting Industry Development Program and other human resource training programs and projects. In addition, Decree 205/2025/ND-CP of the Government also added the regulation on the policies: Environmental protection support, legal support, support for testing, inspection, appraisal, and quality certification.
3) Strongly reforming administrative procedures to facilitate businesses in accessing the above policies. Now, the new Decree has clearly decentralized and delegated power: small and medium-sized enterprises implementing supporting industry projects can submit their applications directly to the Provincial People's Committee, which will consider and issue a certificate of incentive for the project if qualified. Those enterprises that are not small and medium-sized must submit their applications to the Ministry of Industry and Trade as before; however, all enterprises have the option of submitting their applications online through the public service portal. The application of online public services and the ability to submit documents remotely will help businesses save time and travel costs, while increasing transparency in the processing process.
Decree No. 205/2025/ND-CP of the Government will be an important boost towards the goal of supporting industry growth and realizing the goal of industrialization and modernization of the country in the next decade. Vietnamese enterprises will not only better meet domestic demand but also confidently participate in regional and global supply chains, making a worthy contribution to the sustainable development of the economy.
