Accordingly, the general goal of the Plan is to develop livestock in a modern direction, applying high technology, increasing the proportion of livestock products produced in farms and livestock households, ensuring biosafety, disease safety, environmental friendliness and humane treatment to livestock, associated with concentrated slaughter and development of processing industry, meeting the requirements of quality and food safety for consumption in the province, domestically and oriented export, creating jobs, increasing income for people. The target is also to promote the potential and advantages of ecological regions to develop effective, sustainable and climate-resilient livestock farming associated with developing value chains and increasing added value.
Along with the general target, the Plan identifies specific objectives:
- By 2030:
+ Enhancing livestock development for the province's three main livestock species: cows, pigs, and chickens, associated with the development of concentrated farm livestock in the direction of biosafety, applying high technology in association with environmental protection, with a total herd of 350,000 cows, 1 million pigs and 12 million chickens. The average growth rate of livestock production value is maintained for the period of 2026 - 2030 from 4.5 to 5%/year.
+ Meat output of all kinds: 300,000 tons/year. Egg output: 650 million eggs/year.
+ The proportion of livestock and poultry slaughtered at establishments is about 80% and 70%, respectively. The proportion of processed livestock and poultry meat compared to the total meat output is from 25 to 30%.
+ Building disease-free pig farming areas in some localities of Hoai An, An Nhon, Hoai Nhon, Phu Cat; rabies-free areas in Quy Nhon, some localities of An Nhon, Hoai Nhon; disease-free poultry farming areas in some localities of Tuy Phuoc, An Nhon, Phu Cat, Phu My; disease-free cattle farming areas in some localities of Tay Son, Phu Cat, Phu My.
+ The whole province strives to have 90 large-scale farms and 200 medium-scale farms with high-tech livestock farming and digital transformation applied in 100% of large-scale farms and 50% of medium-scale farms.
+ Continuing to establish and expanding production chains associated with processing, consumption, and traceability of livestock products.
- By 2045:
+ Priorities are not given for developing the total livestock herd but on improving the productivity and quality of livestock meat products; focusing on developing broiler and layer chicken herds; develop concentrated farm farming in the direction of biosafety, applying high technology associated with environmental protection; promoting the efficiency of chain operations.
+ Meat output of all kinds from 350,000 to 370,000 tons/year. Egg output: 900 million eggs/year.
+ 100% of livestock and poultry meat products are supplied from centralized and industrial slaughterhouses and over 70% of the main livestock products are pre-processed and industrially processed, of which about 30% are deeply processed.
+ Focusing on developing disease-free and biosafety livestock product raw material areas for consumption, processing and export.
Furthermore, the Provincial People's Committee assigned the Department of Agriculture and Rural Development to preside over and coordinate with relevant departments, branches and People's Committees of districts, towns and cities to organize and implement the Plan to effectively achieve the planned objectives.
