According to the plan, the targets set for each quarter of the year are as follows:
In the first quarter, the number of tourists reach 1,343,000 (including 3,590 international visitors); total revenue from tourists reaches VND 2,720 billion.
In the second quarter, the number of tourists reach 1,554,000 (including 21,700 international visitors), the total revenue from tourists reaches VND 5,190 billion.
In the third quarter, the number of tourists reach 1,510,000 (including 34,470 international arrivals), the total revenue from tourists reaches VND 6,820 billion.
In the fourth quarter, the number of tourists reach 593,000 (including 21,050 international visitors), the total revenue from tourists reached 1,670 billion VND.
To achieve the set targets, the Plan also indicates the following solutions:
First, regarding development of tourist market
It is necessary to diversify tourist markets, focusing on developing tourist markets with high affordability. Priorities are given on attracting tourists to the markets in Hanoi, Ho Chi Minh City and provinces with direct flights to Binh Dinh, markets in the Central Highlands provinces with close geographical distance and differences in natural conditions and tourism resources and some neighboring provinces that are able to connect tours and routes such as Phu Yen, Khanh Hoa. The plan is to gradually expand the market in the northeast and northwest provinces of Thai Binh, Nam Dinh, Hai Phong, Hai Duong, Ninh Binh, Bac Ninh, Bac Giang, Thanh Hoa, Hoa Binh, Thai Nguyen, Vinh Phuc, Phu Tho, Lao Cai; Mekong Delta such as: Can Tho, Kien Giang, Tien Giang provinces.
Attraction of international tourists is promoted for the markets with rapid growth, especially in Northeast Asia (Korea, Japan, China) and Southeast Asia. Continuing to attract tourists from a number of distant markets, with high spending capacity and long stay such as: Western Europe (UK, France, Germany...), North America (USA, Canada...) and Oceania (Australia, New Zealand), with a focus on visa-exempt countries.
Second, regarding development of tourism products and tourism facilities and services
For tourism product development:
Developing the province’s programs and groups of typical tourism products on the basis of exploiting existing tourism resources and developing new tourism products.
Organizing activities and events to attract tourists by quarter and tourist season, activities to stimulate demand, attracting tourists in low season, continuing to invest in infrastructure and develop services at cultural and historical relics.
Implementing Quy Nhon beach planning and calling for investment and development of services to serve tourists; developing and implementing night tourism development models.
Supporting to speed up the investment and construction of tourism projects with investment policies, attracting investment and development of tourism projects in accordance with the approved plan and list.
Developing and implementing the project on community tourism development in different localities in the province; developing a number of tourist attractions in Vinh Thanh district.
Developing OCOP products for tourism, exploiting the unique value of Binh Dinh cuisine to serve tourists.
Studying souvenir products for tourists, supporting the development of MICE tourism in association with the implementation of cooperation programs with airlines.
Regarding development of tourism facilities and services:
Urging the progress of tourism development projects, completing and putting into operation 6 standard hotels of 3-4 stars with a total number of more than 1,400 rooms, accordingly the total number of rooms in 2023 is about 14,120 rooms (of which there are 4,829 standard rooms of 3 stars or more, 9,291 standard rooms of 2 stars).
Providing guidance and quality management of tourist-related passenger transport vehicles: taxis; contract passenger transport vehicles and tourist sign vehicles; electric vehicles, buses; canoes, means of transporting passengers on the sea.
Encouraging food and beverage businesses to register for being recognized as meeting standards to serve tourists.
Encouraging tourist service sites and spots to continue investing, upgrading service quality, ensuring conditions for recognition of tourist zones and spots as prescribed.
Third, improving the quality of tourism services
Developing criteria for assessing service quality for tourism service businesses and tourism activities according to each group of sectors and services: (1) Tourist accommodation establishments; (2) Standard dining and shopping establishments; (3) Means of transport for tourists; (4) Enterprises providing travel services; (5) Tourist destinations with business activities.
Strengthening the inspection and inspecting the observance of regulations on tourism service business, ensuring and maintaining the quality of registered services, strictly handle violations (if any).
Improving the efficiency of the information department to support tourists, receiving and promptly handling complaints of visitors.
Fourth, communication and tourism promotion
Identifying Binh Dinh tourism brand and implementing a tourism brand communication strategy in accordance with the criteria "Safe, civilized, friendly and attractive" in tourism promotion and promotion programs, diversify means and tools of tourism promotion.
Carrying out tourism promotion
Deploying communication campaigns to promote tourism on mass media; communication channels of enterprises, communication channels of provinces and cities in tourism development clusters with Binh Dinh province, Zalo OA e-Government of Binh Dinh province, Fanpage Binh Dinh News and some Fanpages about Binh Dinh, a social networking site related to tourism with many followers.
Organizing tourism promotion, farmtrips, presstrip programs, introducing Binh Dinh tourist destination in potential markets.
Participating in a number of domestic and foreign tourism fairs and seminars, producing clips to promote Binh Dinh tourism.
Strengthening digital transformation application in tourism
Promoting information sharing at tourist destinations by scanning QR-Code codes to listen to virtual explanations of Cham towers and historical relics, integrating digital map functions, scanning QR-Code on Tourism Portal and upgrading database on App "Binh Dinh Tourism".
Strengthening regional tourism development connections to connect tourism programs and products, tourists between the provinces: Binh Dinh - Phu Yen - Khanh Hoa; Binh Dinh - Central Highlands provinces. Connecting with big travel companies to bring visitors to Binh Dinh. Developing a plan to stimulate tourism demand in the low season to attract tourists to the province.
Fifth, improving the quality of tourism human resources
Continuing to effectively implement the project on development of tourism human resources in Binh Dinh province to 2025 and programs and policies to support training and retraining for employees and businesses. Providing training and retraining to improve professional capacity and expertise for the tourism workforce and state management staff in tourism.
Developing programs to organize training courses on tourism skills and professional skills for employees directly serving tourism: Organizing training courses on tourism professional skills: reception classes, room classes, table classes, classes on food processing techniques for employees in tourism establishments.
Organizing training courses and upskilling courses for tour guides and employees at tourism establishments.
Organize career orientation in tourism for students of Quy Nhon University, Binh Dinh College of Engineering and Technology and a number of high schools in the province.
Sixth, state management of tourism, tourism environment
Monitoring the situation of tourism businesses providing services to tourists. Strengthening the inspection and inspecting tourism activities, improving the operational efficiency of the tourism inter-sectoral inspection team in Binh Dinh province.
Organizing propaganda activities, raising awareness of all levels, branches and localities, the community on building a civilized lifestyle, ensuring hygiene, environment, food hygiene and safety, preventing environmental pollution, providing security and safety for tourists, creating a civilized, safe and friendly tourism environment.
Guiding tourism businesses, coastal and lagoon projects on preserving healthy tourist environment, preserving the marine, lake and lagoon ecological environment, paying special attention to embellishing, protecting, rationally and effectively using natural resources and ensuring sustainable tourism development.
