Implementing tasks on smart city development in Binh Dinh

The Provincial People's Committee has recently assigned the Department of Construction, the Department of Information and Communications, the People's Committees of districts, towns and cities to organize implementation of the tasks on sustainable smart city development under the guidance of the Ministry of Construction.

Accordingly, two key tasks that the People's Committees of provinces and central-affiliated cities need to implement at the request of the Ministry of Construction on sustainable smart city development are as follows:

Regarding promoting, educating and raising awareness on smart and sustainable urban development, the People's Committees of provinces and central-affiliated cities promote and disseminate the government’s directions on smart city development in the approved Project on sustainable smart city development in Vietnam for the period 2018-2025, orientation towards 2030, which views people as the center and closely connects with the digital transformation process and with master planning.

Consistent awareness throughout the development of smart cities is important to solve major urban problems; accordingly smart cities are considered as a means of growth and modern operation; urban information infrastructure, digital infrastructure and especially data infrastructure as essential elements of a city, a foundation for intelligentizing other technical and socio-economic infrastructures.

Regarding the construction of a sustainable smart city, it is necessary to focus on the tasks under Project 950, specifically as follows:

Actively identifying problems in their localities to consider solutions for smart city development in accordance with their own specific conditions and give priorities for implementation, aiming to serve people and base on the needs of people…

Building a shared data source and a provincial data aggregation and analysis platform for both digital transformation and smart city development; training data analyzing experts so that the data source can be shared effectively.

Also, the People's Committees of the central-affiliated cities and provinces need to actively study the situation in accordance with the reality and the digital transformation process of their respective localities. Leaders of the People's Committees of and provinces need to identify the long-term vision and strategy for smart city development, directing the implementation, monitoring and evaluation of results and the stakeholder engagement.

Carrying out pilot programs, learn from experience before dissemination. Ensuring the requirements between the long-term development of the urban area and the urgent needs of the people; ensuring short-term and long-term investment efficiency.

Implementing the Resolution of the 20th Provincial Party Congress, Binh Dinh identifies 5 pillars of socio-economic growth in the next 5 years, accordingly science and technology development, artificial intelligence (AI) is targeted to create sustainable economy. The provincial resolution on digital transformation sets the target to convert Binh Dinh into an AI center of Vietnam by 2030.

Following the directions of the Ministry of Information and Communications on piloting smart urban services, Binh Dinh has developed a project "Development of smart cities in Binh Dinh province to 2025". One of the key tasks of the project is to build Binh Dinh Smart City Monitoring Center (IOC).

In June 2020, the Provincial People's Committee officially issued the plan to pilot smart urban services in the province. Accordingly, the IOC is built to help the government centrally monitor and operate the fields through a single common technology platform, providing comprehensive data on activities in the province; also allowing people to access data source to serve the development of smart services and applications. As of November 16, 2021, Binh Dinh Smart City Monitoring Center (IOC) was officially put into operation.

At present, IOC has completed in accordance with the standards and guidelines of the Ministry of Information and Communications with 8 main services: Scene reflection, Traffic monitoring and management, Security and order, Information safety monitoring, Monitoring information on the network environment, Public service monitoring, Socio-economic information, Dashboard (control panel) to summarize operating supervision. IOC is built and operated on the principle of shared infrastructure and centralized database. Sensor systems, surveillance cameras... are installed on main roads to collect information, transmit data to IOC, process it and convert it into big data to analyze and identify problems of urban areas and support the decision-making process of leaders.
