Accordingly, in order to promptly mitigate difficulties for enterprises on the principle that production must be safe and being safe for production; the Prime Minister’s Directive highlighted some key points as follows:
Firstly, enterprises, as the subject of the production and business recovery process, shall closely coordinate with the People's Committees of the provinces and centrally-run cities to develop production and circulation plans of goods, travel and accommodation of employees, the plans must ensure absolute safety for epidemic prevention and control in the situation that the epidemic is still progressing.
Secondly, the People's Committees of the provinces and centrally-run cities, with the responsibility of direct management of the enterprises in the area, shall urgently set up a Steering Committee to restore production, and assign specific tasks to implement the plans and approve the production and business plans of enterprises in the area, ensuring maintenance of production and safety for epidemic prevention and control under the guidance of the Ministry of Health. Also the People's Committees shall proactively coordinate with the Ministry of Health to timely distribute vaccines to employees.
Thirdly, the Ministry of Health shall urgently issue specific regulations on distance and testing during production and business organization of enterprises, regulations on production conditions and solutions for situations when workers in industrial parks and clusters are detected to get infected with COVID-19...
Fourthly, the Ministry of Transport shall guide localities to ensure the circulation of goods and enable production and business recovery, strengthening inspection and supervision and strictly handle violations...
Fifthly, the Ministry of Planning and Investment shall promptly provide directions and guidelines to mitigate difficulties and obstacles in investment procedures and infrastructure development in industrial parks and economic zones.
Sixthly, the Ministry of Foreign Affairs shall coordinate with the Ministry of Public Security and relevant agencies to mitigate difficulties and create favorable conditions for experts and foreign workers to enter Vietnam and perform isolation in accordance with regulations of the Ministry of Health.
Seventhly, the Ministry of Finance and the State Bank of Vietnam shall review and promptly provide guidelines and policies on tax exemption and reduction, mechanisms to support interest rates and credits for businesses in accordance with the principles of Resolution 105/NQ-CP dated September 9, 2021 of the Government.
Previously, on September 20, 2021, the Provincial People's Committee (PPC) attended the Prime Minister's online conference with the business community and localities on solutions to continue supporting businesses in the context of the COVID-19 epidemic. The conference was chaired by Deputy Prime Minister Le Van Thanh. At Binh Dinh bridge, the Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh, leaders of departments and agencies and heads of a number of businesses in the province attended the conference.
On that occasion, Binh Dinh PPC proposed the Government to consider applying measures such as lowering bank interest rates, freezing loans, supporting preferential loans for enterprises affected by the Covid-19 pandemic; reducing or exempt land rental for enterprises; reducing or exempt and extend payment of taxes, fees and charges for enterprises; reducing electricity, water and other related service costs, especially logistics, seaport services, ...; setting priority for supply of Covid-19 vaccines to workers in economic zones and industrial parks in order to stabilize production of enterprises to ensure the realization of "dual goals".
At the conference, businesses requested the government to develop and implement uniform regulations on Covid-19 prevention and control nationwide, allocate and speed up vaccination for all employees, provide regulations and guidelines on the procedures and time limit for local health authorities to coordinate with enterprises in assessing, streamlining and separating F0 and F1 from the working environment in the direction of minimizing effects on business activities or interrupting business operations. Enterprises should be allowed to actively deploy production organizing plans suitable to their conditions and the "3 on-site" model needs to be re-evaluated due to high operating costs.
