Solutions adopted to remove difficulties for businesses in the province in response to the Covid-19 epidemic

On August 12, 2021, a meeting was held to discuss solutions to remove difficulties and boost production in the midst of Covid-19 epidemic at the Office of the Provincial People's Committee (PPC). The Secretary of the Provincial Party Committee Ho Quoc Dung and the PPC Chairman Nguyen Phi Long chaired the meeting, and leaders of departments, associations and a number of businesses in the province attended the meeting.

 

The meeting

In the first months of 2021, the Covid-19 epidemic is imposing a serious threat, negatively affecting production and business activities and daily life of most people, but thanks to the cooperation of both the government and local people of Binh Dinh province, the dedication of the frontline forces of the epidemic controlling (medical, police, military...), especially the consensus and support of the business community in the province, Binh Dinh’s socio-economic situation continues to maintain its growth and development momentum. Gross Regional Domestic Product (GRDP) in the first 6 months of 2021 increases by 6.14% compared to the same period. Though facing many difficulties, industrial production still maintains a good growth rate; commercial, service, cultural - social activities are ensured and social welfare is basically stable.

In the remaining months of 2021, it is important to perform the task of socio-economic development effectively. In order to promptly remove obstacles, support businesses in the province to overcome difficulties so that they can maintain production and business activities, contribute to economic growth and social welfare in the locality, the PPC Chairman requested all related agencies and organizations to focus on performing key tasks as follows:

For heads of departments, agencies, People's Committees of districts, towns and cities:

- Depending on their assigned functions and tasks, focus on effectively implementing guidelines and policies of the Government, Prime Minister and Ministries on supporting businesses facing difficulties. due to the Covid-19 epidemic, such as: extending the deadline for paying taxes, fees and land rental; exempting, reducing interest rates, rescheduling loan repayment terms, accessing loan sources; policies related to social insurance (reducing premiums for occupational accidents and diseases, temporary suspension of contributions to the retirement and death fund); support to reduce electricity, water, telecommunications charges...; helping enterprises quickly access the State's support policies, overcome difficulties, continue and develop their production.

- Closely monitoring the situation, promptly remove difficulties and obstacles for enterprises, especially in terms of raw materials for production and product consumption markets; supporting enterprises in organizing trade promotion activities, promoting product consumption in domestic and foreign markets, looking for new markets to replace the traditional markets affected by the epidemic. Also creating favorable conditions for businesses to effectively exploit preferential policies from the new-generation Free Trade Agreements (FTAs) Vietnam has joined.

- Enhancing implementation of administrative reform and improving the business environment; removing difficulties and obstacles in performing investment procedures and providing production premises, implementing regulations on disease prevention and control….; enabling enterprises to reduce travel time and average costs.

- Urgently reviewing specific recommendations of associations and businesses related to production and business activities, solving and responding in accordance with regulations on the principle of "creating all the most favorable conditions" for enterprises to feel secure in production and operation"; and the Provincial People's Committee will have input in necessary situations.

For the Department of Industry and Trade:

- Presiding over, coordinating with relevant agencies and organizations to advise and propose the Provincial People's Committee to establish a Special Task Group of the province led by a Vice Chairman of the Provincial People's Committee, and members are representatives of relevant departments and sectors of the province to support and remove difficulties for businesses in the context of the complicated and prolonged Covid-19 pandemic.

- Presiding over and guiding enterprises to develop production recovery scenarios and roadmaps corresponding to the progress of the Covid-19 epidemic to set up an appropriate production and trade plan.

The Department of Planning and Investment: Coordinating with relevant departments, organizations and localities to enhance investment attraction, especially large-scale investment projects to create a breakthrough in industrial development of the province. Continuing to review and remove difficulties in the stages of project appraisal and approval, enable investors to accelerate the implementation of works and projects.

The Department of Transport: Taking charge and cooperating with the Department of Industry and Trade, the Department of Public Security, other departments, organizations, People's Committees of districts, towns and cities to guide and create favorable conditions for the circulation of goods and materials, products... to meet the requirements of enterprises’ manufacture and trade.

The Provincial Economic Zone Administration: Coordinating with relevant departments and organizations in speeding up the compensation and site clearance for projects in Nhon Hoi Economic Zone; monitoring and urging investors to accelerate project implementation in Industrial Parks and Nhon Hoi Economic Zone; strengthening directing, monitoring and supervising the implementation of Covid-19 disease prevention and control by enterprises in Industrial Parks and Nhon Hoi Economic Zone.

The Department of Health shall direct relevant units to provide professional and technical support for businesses to proactively perform SARS-CoV-2 antigen test; based on the quantity of vaccines allocated to the locality in the coming time, coordinating with relevant agencies to develop a priority plan for Covid-19 vaccine vaccination for employees and supplying establishments of essential goods to serve local people's needs; considering the opinions and recommendations of businesses on the prevention and control of the Covid-19 epidemic, the actual situation in the locality and reviewing the current regulations to offer appropriate proposals to the Provincial People's Committee.

The Department of Information and Communications shall coordinate with the Departments of Health, the Department of Transport, the Department of Industry and Trade, and the Department of Public Security in developing a map of "green areas", "green channels" of timely information to support businesses in transporting goods smoothly, ensuring the safety of Covid-19 epidemic prevention and control in accordance with regulations.

For enterprises and business establishments in the province:

- Strictly and fully complying with regulations of competent state agencies related to the prevention and control of Covid-19 epidemic; promoting propaganda to employees, raising awareness about Covid-19 epidemic prevention and control, medical declaration,...; collaborating with the health sector to provide training on rapid testing of SARS-CoV-2 antigens for medical staff of the enterprises; arranging medical isolation rooms to promptly isolate and handle suspected cases according to regulations.

- Timely and effectively coordinating with departments, agencies, People's Committees of districts, towns and cities in implementing supportive policies of the Central and Province for businesses, ensuring transparency and the benefits of employees.

 - Developing production and trade plans to ensure 4 safety: safe workers, safe factories, safe transport, safe houses; proactively looking for sources of raw materials for production, consumption markets, transport plans, not to disrupt the supply chain, production and trade.
