1. General objective:
To focus on performing the dual task of overcoming the impact of the Covid-19 pandemic, create economic recovery, continue to maintain a sustainable level of economic growth; to realize the potentials and comparative advantages of the province and mobilize all resources for development investment; actively attract investment; create favorable conditions for large projects to be carried out in the province; comprehensively and synchronously accelerate the renovation, industrialization and modernization, focusing on innovation. To combine economic development with improved social welfare, increase people's material and spiritual life. To proactively act on climate change and prevent and reduce harmful effects of natural disasters; to better manage natural resources and environmental protection. To closely combine economic development with defense and security. To effectively mobilize and use all resources to accelerate growth, improve growth quality, and strive to build Binh Dinh into a developed province in the leading group of the Central region.
2. Main indicators:
a) Economic indicators:
- Average annual gross domestic product increases by 7.0 - 7.5%; of which industry - construction increases by 9.5 - 10.2%; service by 7.1 - 7.5%; agriculture, forestry and fishery by 3.2 - 3.6%; product tax minus product subsidies increases by 10 - 10.5%.
- By 2025, the economic structure: industry-construction 31.8%; services 39.6%; agriculture, forestry and fishery 23.4%; product tax minus product subsidies 5.2. %; GRDP per capita is over USD 3,900 ; State budget revenue in the area will reach over VND 16,000 billion.
- Total export turnover of the period 2021 – 2025 will reach over USD 6,000 million.
- Mobilization of investment capital for the whole society in 5 years will reach 41%/GRDP.
- By 2025: The urbanization rate will reach 52.8% or more; over 85% of communes (96 communes) will meet new rural criteria, 36 communes meet advanced new rural criteria, 7 district-level units meet new rural standards (Phu Cat, Phu My, Tay Son are added).
b) Social indicators:
- By 2025: The rate of trained and re-trained workers will reach 66%; the rate of people registering health insurance compared to the population is over 95%; the participation rate in social insurance compared to the labor force will reach 20.5%; 100% health clinics continues to have working doctors; 100% of communes, wards and townships reach the national set of health criteria; over 70% of schools meet national standards.
- New jobs are created for an average of 30,000 people every year; the rate of poor households will decrease by 1.5 - 2%/year.
- To firmly maintain the replacement fertility rate, gradually convert the gender ratio at birth to the natural balance, improve the quality of the population; the rate of children under 5 years of age who are malnourished and stunted is reduced to less than 8%.
c) Environmental criteria:
By 2025: The forest coverage rate will reach over 58%; 100% of the rural population continues to have access to hygienic water, of which 40% of the rural population has access to clean water; 83% of the urban population has access to clean water; the rate of urban solid waste collected and treated will reach 84%; 100% of industrial waste, medical waste are collected and treated to meet the environmental standards.
3. Growth pillars and breakthrough stages:
Based on the above-mentioned directions and goals, the province's economic development in the coming years will focus on five pillars of growth and the following breakthroughs:
3.1. Pillars of growth:
3.1.1. Industrial development: To promote the development of industrial production, creating a driving force for the rapid development of the province's economy. In particular, mobilizing resources, creating the best conditions to build and put Becamex Industrial - Urban Park into operation; actively attract investors to fill the existing industrial parks and develop plans to develop new industrial parks. Having policies to support and encourage leading enterprises in information technology such as TMA, FPT, etc. to develop their operation; participating int the production chain of Quang Trung software parks; attracting start-ups to invest in developing the information technology, artificial intelligence (AI) in association with innovative start-up and application of the achievements of the industrial revolution 4.0; developing processing industries associated with agro-forestry-fishery products and establishing "agricultural-industrial production clusters in the countryside".
3.1.2. Tourism: Synchronously carrying out tasks of planning locations, planning products, implementing investment and managing tourism activities. Converting Binh Dinh province into a destination of "3 good" and "3 no". Actively promoting domestic and developing preferential policies to attract international travel agents.
3.1.3. Port and logistics services, including seaports and airports: Focusing on effectively exploiting the existing Quy Nhon port in association with the development of the inland port system (ICD) and modern port services, maximizing the current capacity while identifying more locations and call for investment in building a new multi-purpose port with large capacity. Boosting the airway transport, promote the planning and construction of an industrial park for processing electronic and telecommunication goods near the airport in order to take advantage of the airway transport of Phu Cat Airport.
3.1.4. Developing agriculture - forestry - fishery based on high technology, shifting from quantity to quality: Attracting investors to invest in building hi-tech farming and breeding farms; improving the quality of planted forests; building a new model of cooperatives associated with the participation of farmers in production and consumption chains; modernizing fisheries, especially offshore aquaculture and catching. Building and modernizing Tam Quan and De Gi fisheries logistics centers. Implementing the construction of advanced new rural areas and modeling new rural areas.
3.1.5. Urban economic development associated with urbanization: Continuing to develop Nhon Hoi new urban area; planning the development of new urban areas, residential areas associated with industrial zones and the expansion of transport facilities (such as Becamex A Industrial - Urban Area, Becamex B Urban - Service Area, the coastal road, the road connecting Phu Cat airport - Nhon Hoi...). Planning the urban railway to connect Cat Tien with Quy Nhon city center.
3.2. Motivational breakthroughs:
In the next 5 years, it is necessary to focus on the following three breakthroughs:
- First, creating a drastic change in the investment environment, improving the locality’s competitiveness to attract domestic and foreign investors to invest in Binh Dinh.
- Second, training and improving the quality of human resources in accordance with the development orientation of the province, especially human resources in information technology, tourism, and high-tech industry; implement policies to attract high-quality labor to meet the needs of the economy.
- Third, continuing to build and establishing a synchronous and modern economic and social infrastructure system, especially traffic infrastructure for the northern region of the province in order to promote the northern growth pole of the province.
