On 20th December 2016, the Provincial People's Committee (PPC) issued the Decision No.4684/QĐ-UBND approving the planning of textile industry development in Vietnam to 2025 and orientation to 2035 with the goal of turning textile industry into one of the key industries, toward modernization, specialization; gradually shifting from processing to production basing on suitable and modern technology, advanced quality management, labor management, increased competitiveness and environmental protection in line with international standards.

Accordingly, the period 2016 - 2020: the province aims to achieve
a growth rate of industrial output value of 17.8%/year. It is expected that by
2020, the production value of textile industry in the whole province will reach
about VND 3,950 billion, rising 2.3 times as compared with the value of 2015.
Total export turnover of 05 years (2016-2020) is expected to reach about USD 495
million. On that basis, the province's textile industry will attract and create
jobs for about 18,800 employees, an increase of 4,800 employees compared with the
year 2015.
The period 2021-2025: the target is to achieve 13-14%/year of
industrial production value. By 2025,
the industrial production value of the textile industry will reach between VND 7,400-7,800
billion. The total export value is expected to gain USD 780 million (up 1.6
times compared with the period 2016-2020),
creating jobs for 22,000-23,000 employees (an increase of 3,800-3,900 jobs
compared to the year 2020).
The period 2026-2030: it is forecast that the avarage growth rate
of industrial production will be approximately 9-10% /year; the sector's
industrial value will be around VND 12,000 billion, attracting around 23,500-25,000
employees.
The main textile products in the province in the period
2026-2035 will be: trousers, jackets, children's clothes, men and women’s suits,
shirts, dresses, uniform, protective clothing.
In order to produce good quality textile products with economic
efficiency, the majority of equipment must be highly automatic and modern.
Therefore, most textile firms nowadays import equipment from countries with
developed mechanical engineering and well-known tradition of manufacturing
equipment, such as Germany, Japan, South Korea ... With the target of
sustainable development, improved product quality of textile industry, Binh
Dinh is encouraging investment and application of advanced equipment and technology
recommended by prestigious manufacturers worldwide.
Binh Dinh has made a plan for textile industry with its development centre mainly in Hoai Nhon, Phu Cat districts and Quy Nhon city. These four areas account for 82.4% of the number of production establishments, 86.2% of workers and employees and 90% of the full production capacity of textile sector in Binh Dinh province.
