In the morning of 14 January 2008, in Hanoi, the investment promotion seminar for urban infrastructure was organised by the Ministry of Planning and Investment (MPI) in order to mobilise the investment capital for the stage of 2006-2010.

Accordingly, MPI introduced, appealing for investment in 67 projects ( 20 projects seeking ODA loans, 47 Projects calling for investment under BT, BOT forms and other investment forms) into 13 provinces, cities with the total investment capital of USD 12 billion. The list of 7 projects caling for investment into Binh Dinh province at the seminar includes: the project of building and operating the infrastructure of Nhon Hoi Urban Area; the Hoa Lu road project (from Dong Da three-way crossroad to Ong Tho three-way crossroad); the project of the road  from Long Van bridge to Nguyen Thai Hoc crossroad; the project of the highway from Phu Cat airport to Cat Tien Commune; the water supply project of Nhon Hoi EZ in the second stage; the project of high - grade apartment buildings.

The conference attracted the great attention of representatives of the Embasies in Vietnam, the World Bank (WB) and the Asian Development Bank (ADB).
