In the morning of 29/8/2014, the Vietnam Chamber ofCommerce and Industry (VCCI) held the conference “Best practice in improving provincialbusiness environment” at Northern hotel, Da Nang city. The conference wasattended by the Chairman of VCCI and more than 100 representatives ofdepartments and sectors and specialists of Bac Ninh, Binh Phuoc, Thai Nguyen,Tuyen Quang provinces and the Central – Highlands Region.
Overviewof the conference
Speaking at the conference, the Head of LegalDepartment of VCCI said: Over the last 10 years, with the assistance of the USAgency for International Aid (USAID), VCCI has implemented the project ofimproving the provincial business environment and achieved numerous positiveoutcomes. The overall business environment has improved, which helps enhancecompetitiveness and attract investment for localities. 46/63 provinces andcities have issued policies and legal documents concerning PCI. Especiallysince PCIs were announced in 2013 until now, 15 provinces and cities have producedlegal documents relating to improving PCI. In general, those legal documentsnot only enhance better governance and leadership but also contribute todisseminating experiences of successful provinces. VCCI is actively working onthe project and setting priority on supporting localities in learningexperiences of successful provinces.
At the conference, interesting experiences inimproving PCI were discussed and exchanged among the provinces. For example, DaNang city developed E-Government, which is a device for connecting people,organizations and enterprises with the city government. A favourableenvironment is created for communicationwith the government and for access to the public services and also for theaccomplishment of public responsibilities. Binh Phuoc province has establisheda Team for PCI project with the objective of raising awareness among officers,and focused on improving components such as market entry, access to land, unofficialcost, issuance of annual implementation plan…. Roles of enterprise associations in boosting communication between thegovernment-enterprises in Thai Nguyen, Tuyen Quang provinces drew a lot ofinterest. Participants shared opinions on difficulties, challenges andsolutions to improve business environment in the upcoming time.
Sharing experiences is an effective way forprovinces to develop schemes of improving their PCI. Moreover, each locality,especially successful localities need to constantly make improvements in orderto raise their position in the ranking.
