Many procedures are open, but not transparent

This was a comment made by Ms Pham Chi Lan, a high level economic expert, at the seminar ‘Experiences in improving the transparency of the investment environment of Vietnamese provinces and cities’ in Da Nang city organized by Vietnamese Chamber of Commerce and Industry (VCCI) on 14/01/2010. The comment was approved by representatives from Central Highland provinces.

 

This was a comment made by Ms Pham Chi Lan, a high level economic expert, at the seminar ‘Experiences in improving the transparency of the investment environment of Vietnamese provinces and cities’ in Da Nang city organized by Vietnamese Chamber of Commerce and Industry (VCCI) on 14/01/2010. This comment was approved by representatives from Central Highland provinces.

According to Ms Lan, in order to enforce a law in reality, it required many guiding documents from the national to provincial and local levels. Therefore, the ways of implementation were varied and documents might be understood differently and the transparency of legal documents was reduced.

Also at the seminar, the study group of VCCI talked about many good examples in improving the transparency of the investment environment in localities, including Binh Dinh province. The activities consisted of providing more information for enterprises (sufficient and timely information for enterprises and investors, launching websites of departments, agencies), being pro-active in providing information for  enterprises and investors (linking investment administrative procedures, establishing effective ‘one-door’ model, improving the cooperation among departments and agencies…); increasing dialogues between the local authorities and enterprises; enterprises and associations reviewing administration procedures, enhancing the role of the business association in developing local policies and laws).

Through the seminar, good ways of practice and effective models of clear and transparent business environment at provincial level will be proposed for the localities.
