At the meeting on 28^thFebruary, Mr Akitoshi Tamaka, Chairman of Vietnam-Japan Friendship Associationin Tokyo said that due to lack of human resource, Japan is drawing young humanresource from overseas, especially Vietnam with various similarities and stableeconomic growth. At present, Japanis attracting human resource for construction after earthquake and tsunamidisaster and to build works for Olympic and Paralympic in 2020 in Tokyo. The Association isexpecting Binh Dinh government to support bringing skilled workers to Japan.

The member entrepreneursof the Association proposed cooperation with Binh Dinh to purchase, preserve,process and export seafood, especially ocean tuna from the locality, cooperationin producing and processing granite and cooperation with Quy Nhon university toopen Japanese Department or Japanese Training Centre in Binh Dinh as well as todevelop information technology…

Speaking at the meeting,Chairman Le Huu Loc said: “To facilitate the partnership and investment programin Binh Dinh, it is important to open Japanese Training Centre in Quy Nhonuniversity for different levels, from unskilled to skilled workers anduniversity students. Therefore, Binh Dinh would like Japan to provide some teachers inorder to start training Japanese language. The Chairman also proposed theJapanese side to support the preserving and processing techniques to improvethe quality of ocean tuna for export to Japan.

He also revealed thatBinh Dinh is developing 02 ODA projects with total capital of USD 100 millionto call for Japanese support and the locality expects the Association to seekODA capital for the two projects. He appreciated the commitment in granitestone production and processing cooperation from the Association and agreed tosend officials to Japanto study in this area.

During this time, the delegation came to visit Quy Nhonuniversity. Currently, the Foreign Department of Quy Nhon university isproviding training for English, Russian, French and Chinese languages for alldepartment in the institution with more than 24,000 students and 700 studentsat its Foreign Language Centre. There is no training for Japanese. Withexperience of more than 20 years, the university is very capable of starting Japanesetraining to meet the demand of students and officials who need to travel to Japan orcommunicate with Japanese partners. At early stage, the Vietnam-JapanFriendship Association will bring volunteers to the university to teach Japanesefor skilled workers who are going to Japan for work and will provide materialsfor the training courses.
