From 15-18/12/2013, the mission of the Japan-Vietnam Economic Exchange Centre led by Mr. Ueda - Vice President and Mr. Mitani – President of the Management Board of President of the International Business Consultant and General Director of the Japanese International Institution made a visit to Binh Dinh province. During this time, the mission had several discussions with the provincial leaders and relevant agencies on Japanese language training and the labor export to Japan.

On 12/16/2013, at the Office of theProvincial People's Committee (PPC), Mr Le Huu Loc, Chairman and leaders of relateddepartments attended the meeting with the delegation. Mr Le Huu Loc expressed an expectationfor the translation of cooperation possibilities into reality between the twosides. Initially, the provincial leader made a request of bringing Japaneselanguage teaching volunteers to Quy Nhon University;and also pledged to create favourable conditions for Japanese entrepreneurs andbusinesses in investment investigation in Binh Dinh.
Mr. Ueda said the Japan-VietnamEconomic Exchange Centre takes the responsibility of supporting Japanese smalland medium-sized enterprises in their investment in Vietnam, including Binh Dinh. Mr. Ueda accepted the proposal of theChairman and asserted: From now until March 2014, the Centre is looking for andwill introduce some volunteers to teach Japanese for the province's labor forceto be exported to Japan.
The mission also met with Quy Nhon University and discussedorganization of a Japanese training courses at the University. Through the meeting, the two sidesagreed that Japanese language training at the Foreign Language Centre of QuyNhon University will be started in the near future, then establishment of JapaneseUnit will be considered at the Faculty of Foreign Languages.
During this visit, the delegation also metwith the Construction Joint Stock Company 47 to find out about the possibilityof sending labor force in construction to Japan. The two sides reached an agreement on establishmentof a representative offices in the two countries to manage employees and workexchange.
Mr. Mitani said that therewas a shortage of labor force in Japan, especially in constructionsector. The Construction Joint Stock Company 47 pledged to provide skilled and disciplinedlaborers with sufficient foreign language as requested by Japanese partner. Thetwo sides will come to sign an MOU and prepare necessary procedures so theConstruction Joint Stock Company 47 can recruit and provide foreign languagetraining with the provision of theJapanese curriculum and native teachers from Japan.
