Electronic regulation system (E-regulations) of BusinessFacilitation Project of United Nations Conference on Trade and Development (UNCTAD). E-regulations offer the processes and procedures related toinvestment activities and business such as land acquisition procedures, investmentcertificate application, seal engraving, tax code registration… The projectaims at maximizing transparency in investment procedures in Vietnam inorder to encourage the investment activities of both domestic and foreigninvestors nationwide.

The project’s phase I was implemented in Hanoi in 2007 and Phase II in Hanoi,Ho Chi Minh and Da Nangin 2010. In 2013, Binh Dinh and three other localities, namely Vinh Phuc,Hai Duong and Phu Yen provinces are chosen to carry out Phase III of theproject with the goal to update, and supplement the existing e-regulationsystem in Hanoi, Ho Chi Minh and Da Nang.

In order to implement the project activities, DecisionNo.1849/QD-UBND dated 15.07.2013 on the establishment of a Coordination Boardand a supportive group for its Phase III in Binh Dinh has been issued lately. Accordingly,the Coordination Board is chaired by Mr Ho Quoc Dung, Deputy Chairman of thePPC, and consists of representatives of the PPC, leaders of sectors of investmentmanagement, sectors involved in granting investment certificates and executingadministrative procedures for businesses. The supportive group, headed by Mr Nguyen Bay, Director of the InvestmentPromotion Centre, Department of Planning and Investment; and composed ofofficials representing investment certificate granting agencies and sectorsinvolved in granting investment certificates and executing administrativeprocedures for businesses.

The phase III of E-regulation project is going to beimplemented within 16 months from 2013-2014.
