NOTICE OF EXPRESSION OF INTEREST Tra Quang Nam urban area, Phu My town, Phu My district Project

Pursuant to Decision No 144/QD-UBND dated 12/01/2021 of the People's Committee of Binh Dinh province on approving the list of projects using land to organize bidding for investor selection;

Pursuant to Decision No 626/QD-UBND dated 24/02/2021 of the People's Committee of Binh Dinh province on adjusting the information of the project using land of Tra Quang Nam urban area, Phu My town, Phu My district;

Binh Dinh Department of Planning and Investment would like to invite interested investors to submit documents for implementation of the project ‘Tra Quang Nam urban area, Phu My town, Phu My district’ with the following information:

1. Objectives of the project:

- To build a new modern urban area in terms of space, architecture and landscape, synchronous technical and social infrastructure system; to establish housing units with architecture and features in accordance with the approved planning and with the current and future socio-economic development;

- To fully use the existing land fund, to meet the needs of all entities who have demand for residential land and housing, contributing to completing the urban development program of Phu My district and the housing development program in Binh Dinh province;

- To implement the detailed planning project 1/500 of Tra Quang Nam urban area, Phu My town, Phu My district.

2. Scale of the project: The investment is for the construction of a new urban area on an area of about 27.1 hectares, including the works: Low-rise housing area (about 975 row houses and villas) with synchronous and modern planning and architectural criteria; construction of a complete technical infrastructure system, green parks; construction of social service works to ensure the provision of essential utilities for residents inside and outside the urban area.

Total estimated capital is VND 1,457,045,000,000.

3. Preliminary total project implementation cost (m1): VND 1,386,907,000,000 (not including compensation, site clearance and land rental).

4. Compensation, support and resettlement cost (m2): VND 70,138,000,000.

5. Investment duration and schedule: The completing time of the entire project must not exceed 72 months (6 years) from the date the project implementation contract takes effect or the project investor is acknowledged.

6. Location of the project: The planned area for the project in Tra Quang Nam quarter, Phu My town, Phu My district.

7. Land area: About 27,1 ha.

8. Purpose of land use: Residential land, commercial service land, public works for residential units, ... with specific purposes as specified in Appendix 1.

9. Deadline for submission of project implementation documents: 07:30 am, 05/4/2021.

10. Preliminary requirements on the capacity and experience of investors who register to implement investment projects using land: Details see Appendix 1 issued together with Decision No 244/QD-UBND dated 12/01/2021 of Binh Dinh Provincial People's Committee approving the list of projects using land to organize bidding to select investors.
