a) Name of the project;
Investment objectives and investment scale of the project
- Name of the project: Long My Domestic Solid Waste
Treatment Plant using waste incineration technology combined with electricity
generation.
- Objectives and capacities:
Thorough treatment for domestic solid waste (and normal industrial waste if it
is needed by investors) with waste incineration technology combined to electricity
generation; Secondary waste (ash and slag) after treatment will be reused and
recycled, contributing to reducing waste landfilling, improving the
environment, ensuring the community health and sustainable urban development.
The factory construction is required to use advanced and modern technology,
thoroughly treat odors, ash, dust and is not required the waste
classification at source; Machinery, equipment, and processing lines must
ensure new investment, unused status.
- Investment
scale:
+ Design
capacity: 500 tons of domestic solid waste/day and night (and normal
industrial solid waste if it is needed by investors) combined with electricity generation in an appropriate
capacity to the Implementation plan for the Power Development Plan – VIII of
Vietnam.

Service scope: Quy Nhon city, An Nhon town, Tuy Phuoc district and Canh Vinh
commune, Van Canh district. In a long term, it will increase the volume of
household solid waste based on actual needs and expand the scope of service
according to the Solid Waste Management Plan of Binh Dinh province for the
period 2023-2025, orientation to 2030 and Master Plan of Binh Dinh province
for the period 2021-2030, vision to 2050.

Technology: Waste
incineration technology combined with electricity generation.

Services provided: Domestic solid waste treatment. For ordinary industrial
solid waste (if any), investors must comply with contracts agreed to waste
source owners according to legal regulations.

Compensation, support, and resettlement costs (if any): 0 VND (Quy Nhon City
People's Committee will carry out site clearance for areas A5 and A6,
organize investment in technical infrastructure up to the fence of the
project according to Notice No. 328/TB-UBND dated August 31, 2023 of the
Provincial People's Committee).

Project implementation location: at plot A5 and plot A6 in Long My solid
waste treatment area, Phuoc My commune, Quy Nhon city.
d) Land
use purpose; Current land use status (if any):
- Land use purpose: Construction of Long My
domestic solid waste treatment plant using waste incineration technology combined
with electricity generation. Combining waste burning to generate electricity together
with education and model tourism.
- Current land use status: Including cleared land,
land for plating acacia; with an area of about 5 hectares of cleared site,
the remaining 5 hectares are being assigned to individuals for use. The land location
has a relatively low current elevation. The base elevation of the area is not
uniform, ranging from +30.00m to +63.00m. Quy Nhon City People's Committee
will carry out site clearance in areas A5 and A6, organize investment in
technical infrastructure to the project's fence according to Notice No.
328/TB-UBND dated August 31, 2023 of the People's Committee of Binh Dinh province.
dd) Area of land for project
implementation: Land area expected to be used is about 100,401 m2
(This area is determined on the basis of land use boundaries according to
planning and may change due to related issues of safety corridors and other
requirements of construction components, but it does not include the land
area for the factory's connection line to the National electricity system and
the connecting transportation system. For flied ash treatment location, it
will be carried out according to regulations and investors' proposals); Priority
will be given to investors who propose economical use of land.
e) Planning
targets: According to the detailed construction planning at a scale of 1/500
of Long My solid waste treatment area, Phuoc My commune, Quy Nhon city which
has been approved and adjusted by the Provincial People's Committee in
Decision No. 3534/QD-UBND, dated September 25, 2023.
g) Project
operational term and implementation progress:

Operational term of the project: 30 years, from the date of investor
selection results or approval as the investor to implement the project.

Project implementation progress: no more than 2 years (24 months) from the
date of investor selection results or approval as the investor to implement
the project.
